Founder's Project due 10/27

I have a question with the IDs. You said we're supposed to answer the question "who?" but whats the rest of the question? Is it "who's idea was it?" or "who does it affect?". And isn't the why tied in with the what? For instance, for checks and balances. Isn't the significance of it that it balances the powers of the three branches? but then what is the answer to "what"?

The who is who came up with the concept. The "what" is a pure definition. The why it is significant is an explanation of how it affected our history. For example with checks and balances, it allows the constitution to be much stronger, but at the same time stop tyranny. As such, it gives political cover against Anti-Federalists who will argue that the Constitution will return us to the same tyranny that we faced under George III.
